Health care No. 01/12
Texas should expand Medicaid to cover adults earning up to 138% of the federal poverty level.
Background Texas is one of about ten states that have not adopted the Affordable Care Act's Medicaid expansion. Expansion would cover more low-income adults, with the federal government paying most of the cost.
Medicaid expansion is wrong for Texas. Florida's approach should be determined by Floridians, not coerced by federal bureaucrats.

We do that by expanding Medicaid, but we're not running on expanding Medicaid because normal people don't know what that means... We're running on ensuring every Texas child has quality healthcare.

Education No. 02/12
Texas should keep funding education savings accounts that families can use for private school tuition.
Background A 2025 state law created education savings accounts funded with $1 billion for their first two years. Families can use the money for private school tuition and other approved education costs.
Today, Texas delivers on that promise. I am signing this law that will ensure Texas families...have the choice to take their money and find the school that is right for them.

Taxes No. 03/12
Texas should eliminate school district property taxes on homesteads.
Background School district taxes make up the largest share of most Texas homeowners' property tax bills. Eliminating them for homesteads would require the state to replace that school funding from other sources.
Under my property tax plan, we will put Texans on the pathway to eliminate property taxes.

Guns No. 05/12
Texas should raise the minimum age to buy semiautomatic rifles to 21.
Background Adults 18 and older can currently buy semiautomatic rifles in Texas. Bills to raise the age to 21 have been filed since the 2022 Uvalde school shooting but have not passed.
It is clear that the gun control law that they are seeking in Uvalde — as much as they may want it — has already been ruled as unconstitutional.

Immigration No. 06/12
Texas should keep spending state money on border security operations and border barriers.
Background Since 2021 Texas has spent about $11 billion on state border operations, including troops, arrests and barrier construction. The state has sought federal reimbursement for part of those costs.
Under Operation Lone Star, Texas allocated more than $11 billion of Texas taxpayer money for border security, and earlier this year I requested Congress reimburse Texas for these costs in full.

creates a criminal offense for illegal entry into this state from a foreign nation

Energy and climate No. 09/12
Texas should freeze residential electricity rates until data centers pay their share of grid costs.
Background Fast growth in data centers is driving new demand on the Texas grid, and a 2025 law set rules for large power users. A freeze would hold home rates steady while those costs are assigned.

Education No. 10/12
Texas should stop using the STAAR test to rate schools.
Background Texas uses STAAR exam results as a main part of its A-F ratings for schools and districts. Ending that use would require a different way to measure school performance.
Legislation to eliminate the STAAR test and replace it with effective tools to assess student progress and ensure school district accountability.

Public safety No. 11/12
Texas should expand the list of crimes for which judges can deny bail.
Background In 2025 Texas voters approved a constitutional amendment letting judges deny bail for certain violent and sexual offenses. Expanding the list would allow denial for more charges.
Require judges to automatically deny bail for violent crimes, including murder, rape, and human trafficking, unless there is clear and convincing evidence that the defendant will appear in court and not endanger the community.

Taxes No. 12/12
Texas should require voter approval for any local property tax increase.
Background Texas cities, counties and school districts now need voter approval only when their tax revenue rises above set limits. Requiring an election for any increase would give voters a veto over all local tax hikes.
Requires 2/3 voter approval for tax increases.
