Taxes No. 01/12
Georgia should phase out its state income tax.
Background Georgia has cut its flat income tax rate in recent years, and the income tax is still the largest source of state revenue. Phasing it out would require other taxes or spending cuts to make up the difference.
Republicans have controlled the state government for nearly 30 years and are solely responsible for the shortfalls the state is facing. Before asking Georgians to sacrifice more, I think it is time to take a hard look at how government is spending money.

Taxes No. 02/12
Georgia should freeze property tax bills on homes at their current levels.
Background Georgia already limits yearly increases in assessed home values unless local governments opt out, but tax bills can still rise. A freeze would stop bills on homes from going up, limiting local government and school revenue growth.

Health care No. 03/12
Georgia should adopt full Medicaid expansion for low-income adults.
Background Georgia covers some low-income adults through its Pathways program, which requires work or other qualifying activities. Full expansion would cover adults earning up to 138 percent of the poverty line, with the federal government paying most of the cost.

Guns No. 04/12
Georgia should require background checks on all gun sales, including private sales.
Background Georgia requires background checks only when a gun is bought from a licensed dealer. This would extend the check to sales between private individuals.

Abortion No. 05/12
Georgia should repeal its ban on most abortions after about six weeks of pregnancy.
Background Georgia's 2019 law bans most abortions once cardiac activity can be detected, usually around six weeks. Repeal would make abortion legal later in pregnancy unless the legislature set a different limit.
Georgia's current abortion ban has created dangerous barriers to care at a time when too many women in our state are already dying from preventable pregnancy-related complications.

Economy No. 06/12
Georgia should let voters decide whether to legalize casino gambling.
Background Casino gambling and sports betting are illegal in Georgia, and legalizing casinos would take a constitutional amendment approved by voters. The legislature has repeatedly declined to put the question on the ballot.
It will bring about $300 million into this state that can help us expand education and this state, allow every town to have access to a pre-K education

Energy and climate No. 07/12
Georgia should pause approval of new large data centers statewide.
Background Large data centers are being built across Georgia, and their electricity demand has become a factor in Georgia Power's plans and rates. A pause would stop new approvals for a period while the state studies effects on power bills, water and land use.
We don't need to take another step forward in this state until we fully understand what the impact will be on consumers and people across Georgia.

Energy and climate No. 08/12
Georgia should require local community approval before a new large data center can be built.
Background Data center projects in Georgia are approved through ordinary local zoning and permitting, with no specific state approval standard. This would add a requirement that the local community sign off before a large data center could proceed.

Education No. 09/12
Georgia should make technical and community college tuition-free for state residents.
Background Georgia's HOPE programs and grants cover much of the tuition at state technical colleges for many students, but not all costs or all students. This would have the state cover remaining tuition for residents at those colleges.

Housing No. 10/12
Georgia should create a statewide fund to finance affordable housing construction.
Background Georgia supports affordable housing mainly through federal funds and housing tax credits, and some cities run their own housing funds. A statewide fund would use state money for grants and low-interest loans to build or preserve affordable homes.
We were able to do it in the city of Atlanta with grants and small interest loans. That's something I want to see scale statewide.

Guns No. 11/12
Georgia should let courts temporarily remove guns from people found to be a threat to themselves or others.
Background Georgia has no law that lets family members or police ask a court to temporarily take guns from a person in crisis. This would create a court process for such orders, with a hearing and a set time limit.

Health care No. 12/12
Georgia should keep work requirements in its Pathways health coverage program.
Background Georgia Pathways covers some low-income adults who report 80 hours a month of work, school, job training or volunteering. Dropping the requirement would open the program to eligible adults regardless of those activities.
